Special events (Tulip Festival, Larkfest, Alive at Five) operate under separate event permits issued by the Department of Recreation and the Special Events Office.
Vending without an Albany city license is a violation under Chapter 363; fines run from $250 for a first offense up to $1,000 for repeat violations, and the city can seize the vendor's equipment as evidence. Operating outside the 9:00 AM – 9:00 PM hours, blocking a building entrance, or vending too close to a school can each draw a $100–$500 fine. Operating without a county health permit is a separate violation under NYSDOH Sanitary Code Part 14 with its own penalty schedule.
