The City of Amarillo Environmental Health Department oversees mobile food establishment (MFE) permits for all vendors operating in Potter and Randall counties. Applicants must submit a permit application, pass a health inspection, and provide proof of a certified food manager who has completed an accredited food safety course. Mobile food units must remain self-contained and retain mobility at all times. The city previously charged between $800 and $900 for initial permits. As of July 1, 2026, Texas HB 2844 transfers permitting authority to the Texas DSHS statewide, preempting Amarillo's local permit requirement with a state-issued license ranging $300–$1,350.
