Alabama regulates food trucks through the Department of Public Health's Food Establishment Sanitation rules, Chapter 420-3-22, enforced locally by the Mobile County Health Department. Rule 420-3-22-.09 requires a mobile food establishment to be approved by the Health Officer for each county before operating there, so approval obtained elsewhere does not authorize service in Mobile County. The unit must operate from a commissary and report to it at least daily for supplies, cleaning, and servicing. Plan review, inspection, and compliance with the food-safety standards are conditions of that approval. Cities in the county may add their own business licensing on top.
Operating a mobile food unit without the required Health Officer approval lets the health authority halt operations and pursue penalties; approval is suspended or revoked for failed inspections, an unapproved commissary, or unsafe food handling.
