Tulsa County, OK Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Food trucks operating anywhere in Tulsa County require three separate approvals: (1) City of Tulsa Mobile Food Vendor License under TRO §10 ($150 annual) plus a general business license; (2) Tulsa Health Department (THD) Mobile Food Unit permit under 63 OK Stat §1-1101 and the Oklahoma Food Code ($200 to $350 depending on risk category); (3) a written commissary agreement with a permitted commercial kitchen for food prep, water fill, and gray-water disposal. THD inspects each truck annually and does unannounced spot inspections. Required equipment: NSF-approved three-compartment sink, hand-washing station with hot water, commercial refrigeration maintaining 41°F or below, probe thermometers, fire suppression system (Ansul) if cooking with grease, ABC-class fire extinguisher, and potable water tank with backflow prevention. Oklahoma Mobile Food Manager certification required for at least one person on board during operation. In unincorporated Tulsa County, only the THD permit and commissary are required — no county business license. Trucks operating at Mother Road Market or Gathering Place must have site-specific operator agreements.
