Under Norfolk City Code Chapter 42, Article I-A, the city manager may establish designated parking locations within the public right-of-way where a food truck vendor may operate. A truck may not set up within ten feet of an intersection, crosswalk, driveway, bus stop, taxi stand, or handicapped parking space, and may not sit in any loading zone or fire lane. A vendor parking permit ties the truck to approved spaces. Selling on private property requires the owner's permission and must still fit Norfolk zoning. Downtown, Ghent, and the waterfront draw the most vending activity.
Vending outside a designated space or too close to an intersection, crosswalk, or hydrant violates Chapter 42; officers can order the truck to move, cite the vendor, and suspend the parking permit.
