NYC strictly regulates where mobile food vendors can operate. Admin Code §17-315 and DOT/DOHMH rules prohibit vending within 20 feet of building entrances, at bus stops, crosswalks, fire hydrants, and in metered parking without authorization. Special restricted zones exist in parts of Midtown Manhattan and around parks.
NYC vending zone regulations are complex and frequently enforced. Under Admin Code §17-315 and associated rules, mobile food vendors may not operate within 20 feet of any building entrance or exit, within 20 feet of a crosswalk, within a bus stop, within 10 feet of a fire hydrant, or on the sidewalk if it would leave less than 8 feet of clear pedestrian passage. Additional restricted zones apply: Midtown Manhattan has severely limited vending areas, and the areas around major parks (Central Park, Prospect Park) have designated vending spots. Street fairs and special events have separate temporary vending permit processes through the Mayor's Office. Some Business Improvement Districts (BIDs) have negotiated restricted vending areas. Food trucks may park in legal parking spots on the street (not in metered spots without DOT authorization) but must comply with alternate side parking and all other parking regulations. NYC has explored dedicated food truck zones in commercial districts, but implementation has been limited.
Vending in a restricted area: $50–$250 per violation. Obstructing pedestrian traffic: $100+. Parking violations: standard DOT penalties. Repeat zone violations: permit suspension or revocation. NYPD, DOHMH, and DOT all conduct enforcement.
