Multnomah County, OR Food Trucks & Mobile Vendors: Vending Zones (2026)

Portland City Code Title 33 Chapter 33.242 (Food Carts) sets the framework for cart pods and single-cart sites. Pods require zoning in CM (Commercial Mixed-Use), CS (Storefront Commercial), CG (General Commercial), CI (Industrial Commercial), CE (Employment), IR (Institutional Residential), or EX. Carts cannot operate in single-family residential zones except at approved events. Minimum requirements include a site plan, trash service, and restrooms available within 200 feet during operating hours. On-street vending is heavily restricted; Portland does not allow food trucks to operate in travel lanes except under special event permits. Gresham Municipal Code 8.55 limits mobile vending to C-1, C-2, and Industrial zones, with 200-foot setbacks from schools. Troutdale Development Code limits food trucks to commercial zones with property owner approval. Unincorporated Multnomah County requires a Zoning Review through Land Use & Transportation in Commercial (C), Multiple-Use Agriculture (MUA-20), and Rural Residential (RR) zones with site-specific review. ODOT approval is required for any cart operating on state rights-of-way. Private property vending requires written property owner consent plus all applicable permits.
