Philadelphia Code 9-205 restricts mobile vending in Center City, around City Hall, Love Park, and most of the Central Business District. University City and neighborhoods more permissive.
Per Phila Code 9-205, designated prohibited zones include most of Center City between Vine and South Streets, Broad and 20th Streets. University City (40th-University Ave) is a major permitted corridor. Special event permits required for festivals. Stationary vs roaming trucks have different rules. Prohibited-zone vending: 300 dollars first offense, escalating. Truck may be towed at operator expense.
