Dutchess County does not designate food-truck zones countywide; regulation is municipal. City of Poughkeepsie Chapter 12 permits mobile food vending in designated downtown districts with annual permit ($250-$500) and Dutchess County DBCH mobile food service permit. City of Beacon restricts food trucks along the Main Street and Long Dock waterfront with special permits required for private events. Village of Rhinebeck restricts mobile vending on Market Street but allows at designated event locations with village board approval. Walkway Over the Hudson (NYS OPRHP property): vendor concessions assigned through state RFP process; no walk-up food truck access. Dutchess County Parks (Bowdoin Park, Wilcox Park, Quiet Cove): vendor agreements via Dutchess County Parks Department. All food trucks need: NYS DOH/DBCH mobile food service permit (Article 13-A), NYSDEC-inspected propane setup, and municipal vending permit. Vassar, Bard, and Marist College campus events require campus approval in addition to town permits.
Vending without permit: $250-$1,000 first offense, truck impoundment possible on repeat. DBCH mobile food permit violation: $500-$1,500 plus immediate closure order under Article 13-A. State park unauthorized vending: NYS OPRHP citation up to $250, removal.
