Per Wake County's Food Truck Zoning Guidelines and UDO Article 4, MFUs may operate only on commercial properties with the property owner's written permission. Residential, agricultural, and vacant residential lots are not permitted. Special events (farmers' markets, festivals, fairs) have a separate permitting path under §11 of the UDO. Inside cities, the rules tighten: Raleigh's Mobile Retail Ordinance (TC-1-22, 2023) sets vending hours, separation from brick-and-mortar restaurants, and on-site requirements (trash containers, lighting). Each city has its own permit. Wake County does not regulate cross-jurisdiction operations.
