El Paso County, CO Garage & Yard Sales: Garage Sale Permits (2026)

Unlike some Front Range jurisdictions, Colorado Springs and El Paso County maintain permit-free garage sales. CSCC §2.3.103 exempts occasional, non-commercial garage sales from business licensing. The Colorado Department of Revenue (CDOR) provides a sales-tax exemption for occasional residential sales under C.R.S. §39-26-706 — up to 3 sales per year exempt from state and local sales tax. More frequent sales are considered ongoing retail activity requiring a sales-tax license. Signage must comply with CSCC §7.4.304 — typically limited to one 4-square-foot sign at the property during sale hours, additional directional signs on private property only with owner permission. ROW sign placement on street poles, stop signs, and utility boxes is prohibited and removed by Public Works. Manitou Springs Historic District has stricter sign rules. HOAs in Flying Horse, Wolf Ranch, and Briargate typically allow garage sales but restrict signage to one day prior. Neighborhood-wide sales (common in Rockrimmon, Erindale, Patty Jewett) are encouraged and often advertised community-wide.
