Holding a yard sale without a permit, or exceeding the 2-sale-per-year cap, is an infraction under PMC §1.24.020 — fine of $100 first offense, $200 second offense within 1 year, $500 third and subsequent offenses. Operating sales of new merchandise without a business license is a misdemeanor under PMC §5.04 with fines up to $1,000 plus business license back-fees.
