Pasadena requires a $21 yard sale permit for every garage or yard sale under Pasadena Municipal Code Β§17.50.190 (Zoning Code - Yard Sales). The ordinance limits each household to 2 yard sales per calendar year, each sale to 2 consecutive days, and sets daylight-only operating hours (typically 8 AM - 6 PM). Application is online through the City Service Center.
Pasadena Municipal Code Β§17.50.190 classifies yard sales as a 'limited residential use' permitted only with a yard sale permit. The fee is set in the city's Miscellaneous Permit Fees schedule at $21.00 per permit. Each residential property may obtain no more than 2 yard sale permits per calendar year. Each sale is limited to 2 consecutive days, conducted between 8:00 a.m. and 6:00 p.m. Sales of new merchandise, regularly stocked retail items, or merchandise purchased for resale are prohibited and convert the activity into a non-permitted business use of residential property. Signs may be placed only on the property where the sale occurs (PMC Β§17.40 Signs) β signs in the public right-of-way, parkway strips, traffic signs, or utility poles are prohibited and subject to immediate removal by Public Works.
Holding a yard sale without a permit, or exceeding the 2-sale-per-year cap, is an infraction under PMC Β§1.24.020 β fine of $100 first offense, $200 second offense within 1 year, $500 third and subsequent offenses. Operating sales of new merchandise without a business license is a misdemeanor under PMC Β§5.04 with fines up to $1,000 plus business license back-fees.
