FL §720.303 requires HOA board meetings be open to all members except when discussing pending litigation or personnel matters with attorney. Notice must be mailed, delivered, or emailed (if consented) at least 14 days before meeting and posted on property. Minutes must be maintained for 7 years. Annual member meeting required, with quorum defined in governing docs (default 30 percent). Director elections held per governing documents; proxies generally permitted. Budget meetings require 14-day notice with proposed budget.
FL §720 violations: members can seek injunctive relief through FL DBPR arbitration or circuit court. Attorney fees awardable to prevailing party.
