The applicable restrictions are general: the Michigan Electrical Code (PA 230 of 1972, MCL 125.1501) requires GFCI-protected outdoor circuits for the blower motor; Chapter 119 (Noise Control) sets nighttime residential decibel limits (typically 55 dBA at the property line from 10 PM to 7 AM) that could apply to a loud blower motor or accompanying audio, though standard blowers run well below the limit; and the Property Maintenance Code can be invoked if a deflated or damaged inflatable becomes blight. Local Historic Districts under City Code Chapter 103 generally do not regulate temporary holiday decorations because they don't modify the building, but permanent attached installations would require Historic District Commission review. Private HOAs in newer subdivisions and condo associations may impose covenant-based size, illumination, and timing restrictions enforceable only by the association under MCL 559.101 (Michigan Condominium Act) or the recorded declaration.
Enforcement is rare. Damaged, abandoned, or chronically deflated inflatables may draw a blight citation. Excessive blower or accompanying audio after the 10 PM quiet-hour cutoff (City Code Chapter 119) could draw a noise citation. HOA fines are a private matter.
