Under Michigan PA 256 of 2011 (amended PA 65 of 2018), Ann Arbor limits consumer-grade fireworks to the day before, day of, and day after 11 designated national holidays. Use is prohibited on all other days. Fireworks must not be ignited on public property, on another person's property without permission, or while under the influence.
Michigan legalized consumer-grade fireworks (1.4G) statewide for adults 18+ under the Michigan Fireworks Safety Act (PA 256 of 2011), preempting most local bans. PA 65 of 2018 amended that act to allow cities of Ann Arbor's size (over 50,000 population) to restrict consumer fireworks to the day before, day of, and day after 11 designated national holidays β but cannot ban use on those 33 days.
Ann Arbor adopted the maximum restriction allowed under Chapter 64. Use is permitted only on the 33 days surrounding New Year's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, and other federal holidays specified in the state act. On other days, use is prohibited and subject to a $1,000 civil fine plus restitution for any damage. End-of-day cutoffs apply: 11:45 PM most legal days, extended to 1:00 AM on July 5 and January 1.
Fireworks may not be ignited on public property (streets, sidewalks, parks, schools) or on another person's property without written permission. Discharging while under the influence of alcohol or controlled substances is prohibited regardless of the date. Display (commercial) fireworks require a state permit and city fire marshal approval.
Igniting consumer fireworks on a non-permitted day carries a $1,000 civil fine under MCL Β§28.457. Discharge on public property or while intoxicated is a misdemeanor. Property damage from fireworks creates personal civil liability. Report violations to Ann Arbor Police at (734) 994-2911.
