Inflatable seasonal decorations - snowmen, Santas, Halloween figures - placed in front yards or on rooftops of one- and two-family dwellings are not separately regulated by the Rochester City Code. They are not treated as accessory structures requiring permits, and Chapter 120's sign code exempts temporary, non-commercial holiday decorations. However, the underlying yard remains subject to Article XX, Β§ 120-163 location standards - decorations should not block sight triangles at corner lots or encroach into the public right-of-way (sidewalk, tree lawn beyond the property line). Commercial inflatables, including roof-mounted advertising and giant inflatable mascots used for retail promotion, are regulated under Chapter 120's sign provisions and may require a temporary sign permit; Chapter 35 (Bill Posting and Advertising) prohibits affixing advertising materials to public structures. Inflatable displays must be securely anchored - wind events have produced liability claims when displays detach and damage vehicles or neighbors' property. Electrical fans powering inflatables must be on GFCI-protected outdoor outlets per the NY State adoption of the NEC (19 NYCRR Part 1228).
Residential inflatables generally generate no city citations unless they block sight lines or sit in the public right-of-way, in which case Code Enforcement may order removal. Commercial inflatable advertising without a permit is a Chapter 120 sign violation. Unsafe electrical hookup or unanchored displays can trigger NY State Uniform Code enforcement and civil liability for resulting damage.
