For residential holiday inflatables (Santa, snowmen, pumpkins, etc.) on private property without commercial messaging, the sign code's holiday decoration exemption applies and there is no specific size, count, or duration limit. Indirect constraints include: (1) Inflatables with continuous blower fans must not exceed Visalia's residential noise limits in VMC Chapter 9.40; (2) Inflatables that obstruct sight-distance triangles at intersections violate the Development Code under VMC Title 17; (3) Encroachment of the public right-of-way is prohibited under VMC Title 12. HOA architectural rules frequently restrict residential inflatables and are enforceable through CC&Rs.
Commercial inflatable sign violations of VMC §§17.48.040 and 17.48.110 are enforced by Code Enforcement under VMC Title 1 with administrative citations and removal orders. Residential noise violations from blower motors are cited under VMC Chapter 9.40 starting at $100. Right-of-way encroachment is enforced by Public Works.
