Instead, Visalia Municipal Code Section 10.16.190 ('All-night parking prohibited') is an enabling section: the City Manager designates specific 'no stopping' or 'no overnight parking' zones by placing and maintaining appropriate signs that indicate the hours and days when parking or stopping is prohibited. Drivers are bound by what the sign actually says. The general 72-hour storage rule under VMC 10.16.050 still applies overnight on residential streets. Downtown city-owned lots and the two parking structures (222 W. Acequia and the Acequia/Bridge structure) are operated under separate rules and the W. Acequia Reserved Parking Permit program (VMC Sec. 10.16.145; Ord. No. 2000-10), and overnight use of those facilities is governed by posted signage.
Parking in a posted 'no overnight parking' zone during the posted hours is a citable parking violation enforced by the Visalia Police Department. Repeat or unpaid citations can be paid online at visaliaca.rmcpay.com. Cars left overnight in unauthorized downtown lots may also be towed.
