RVs, travel trailers, and boats cannot be stored on a Visalia public street under the 72-hour rule, and a December 2024 amendment added stiff penalties and a 1,000-foot relocation requirement; living in a parked RV is separately banned citywide.
Recreational vehicles, travel trailers, and boats parked on city streets are subject to Visalia Municipal Code 10.16.050, the general 72-hour street-storage prohibition. In December 2024 the Visalia City Council adopted amendments that specifically targeted long-term RV street parking - vehicles must now be moved at least 1,000 feet to reset the clock and cannot occupy the same street more than six days in any 12-month period, with violations carrying penalties of up to $1,000. Separately, VMC 17.32.100(B) makes it unlawful to occupy 'mobile living units' (defined to include motor homes, travel trailers, recreational vehicles, and camp cars) for living or sleeping purposes anywhere within Visalia city limits - whether on a street, alley, public parking lot, or public or private property. Discharge of sewage, wastewater, or litter from a parked RV is also prohibited. RVs may legally be stored on a private side yard or back yard provided they are on a paved (impervious) surface per VMC 17.34.030(P).
Street-stored RVs can be cited and towed under VMC 10.16.050 and California Vehicle Code 22651(k); penalties for the upgraded ordinance run up to $1,000. Occupying a parked RV as a residence triggers an additional misdemeanor under VMC 17.32.100(B). Report violations to Visalia Code Enforcement at 559-713-4624.
