Visalia Municipal Code Section 10.16.210, 'Parking commercial vehicles in residential district,' is the city's primary control on big rigs, box trucks, and similar commercial vehicles parked overnight in neighborhoods. The section prohibits parking a commercial vehicle with an unladen weight exceeding 5,000 pounds in any residentially zoned district except while actively loading or unloading. The 5,000-pound threshold is stricter than California state law - Vehicle Code Section 22507.5 allows local agencies to restrict commercial vehicles with a manufacturer's gross vehicle weight rating of 10,000 pounds or more in residential districts, but cities may set tighter thresholds for unladen weight. Vehicles requiring a Class A or Class B commercial driver's license generally fall under this prohibition. The repair, servicing, or dismantling of any vehicle on a public street is independently prohibited under VMC 10.16.070, with a narrow exception for temporary emergency repairs on the driver's own vehicle.
