Visalia prohibits parking any vehicle on a public street or alley for more than 72 consecutive hours, and recent 2024 amendments now require vehicles to be moved at least 1,000 feet to count as a relocation.
Visalia Municipal Code Section 10.16.050, 'Use of streets for storage of vehicles prohibited,' is the city's core anti-storage rule for public streets. In December 2024 the City Council amended the section to close a loophole where owners would inch a vehicle a few feet to reset the 72-hour clock; the amended ordinance now requires a vehicle to be moved at least 1,000 feet from its previous location, and a vehicle cannot remain on the same street for more than six days within any 12-month period. California Vehicle Code Section 22651(k) authorizes local agencies to remove vehicles parked in violation of such an ordinance. Posted no-stopping zones (signs designated by the City Manager under chapter 10.16) override the 72-hour rule entirely - vehicles cannot stop in those zones at the posted times.
Vehicles parked more than 72 consecutive hours may be cited and towed at the owner's expense under Visalia Municipal Code 10.16.050 and CA Vehicle Code 22651(k). Report suspected violations to Visalia Code Enforcement at 559-713-4624. December 2024 council action raised the maximum civil penalty for related public-street storage violations to $1,000.
