Practical limits arise from three other parts of city code: (1) Chapter 28 prohibits objects placed in the public right-of-way or in the sight triangle of intersections that obstruct visibility for drivers; (2) Chapter 8's property maintenance provisions allow Code Enforcement to act against derelict or hazardous items (such as broken plaster statues, sharp-edged metalwork, or accumulated debris that creates rodent harborage); and (3) Chapter 18's nuisance provisions can address ornaments that are illuminated, mechanized, or otherwise create persistent neighbor complaints rising to a nuisance level. Political and campaign yard signs are time- and size-limited under Chapter 36 Article X. HOAs in Little Rock neighborhoods commonly impose private covenants limiting ornament size, count, and seasonal duration that are stricter than city rules.
