Section 18-103 sits in Chapter 18, Article III, Offenses Involving Public Safety, next to the city's firearm and air-gun discharge rule in Section 18-102. It reads in full: no person shall possess, sell, manufacture or use fireworks except in accordance with the fire prevention code, the 2021 Arkansas Fire Prevention Code adopted by reference in Chapter 12 of the city code. Because that fire code is adopted by reference rather than reprinted in the municipal code, Section 18-103 functions as the enforcement hook: any possession, sale, manufacture or use of fireworks that falls outside what the fire prevention code authorizes is a city ordinance violation on its own, independent of any state fireworks statute.

The rule reaches every use, not just commercial sale, so a resident setting off fireworks in a yard or driveway outside the fire code's terms is exposed the same as a vendor. City parks carry an added, unconditional layer: Section 22-40 flatly bans discharging any firearms or fireworks in a city park, with no fire-code exception written into that section at all. Article III violations, including Section 18-103 and Section 22-40 charges, are punished as provided in Section 18-101, which incorporates the citywide penalty schedule in Section 1-9.
