The Colorado Cottage Foods Act lets home producers sell certain non-potentially-hazardous foods directly to consumers without commercial licensing, preempting most local health department permit requirements.
Under CRS 25-4-1614, producers may make and sell shelf-stable items such as baked goods, jams, honey, certain candies, dehydrated produce, spices, teas, and whole eggs from their home kitchens. Annual gross sales are capped at $10,000 per product and total sales are limited by statute. Producers must complete a recognized food safety course, label products with the producer's name, address, ingredients, and a disclosure that the product is home-produced and not subject to state inspection. Sales must be direct to consumers, not wholesale or interstate.
Selling unapproved foods, exceeding limits, missing required labels, or operating without food safety training can trigger cease-and-desist orders and product seizure by state regulators.
