Counties and municipalities may not require permits, licenses, or inspections of qualifying homemade-food operations, though general nuisance and zoning rules still apply.
Selling unlabeled homemade food, selling to retailers or wholesalers, or operating beyond direct-to-consumer scope can trigger Department of Agriculture enforcement and civil penalties.
