Because unincorporated Bexar County lacks zoning, there is no direct cap on how many clients can visit a home-based business. Enforcement comes instead from three sources. First, Texas common law nuisance actions allow neighbors to sue for unreasonable interference with the use and enjoyment of their property, with the Texas Supreme Court recognizing excessive traffic, noise, and parking as potential nuisances. Second, San Antonio UDC Section 35-391 caps home occupation client visits to reasonable levels consistent with residential character, generally interpreted as no more than one client at a time and no employees who do not live in the dwelling. Similar limits apply in Leon Valley, Alamo Heights, and other Bexar cities. Third, deed restrictions frequently prohibit any activity that increases traffic beyond normal residential patterns, and these are enforceable in district court. Delivery trucks, customer parking on the street, and repeated visits throughout the day are the most common triggers for complaints. Rideshare drivers, tutors, and small service providers generally stay within acceptable limits; clinics, salons, and retail generate the most disputes.
