Bucks County does not issue home occupation permits — zoning authority is delegated to the 54 municipalities under the PA Municipalities Planning Code (53 P.S. §§ 10101 et seq.). Pennsylvania's no-impact home-based business statute (53 P.S. § 10107) requires every municipality to permit certain low-impact businesses by right. Boroughs like Doylestown, Bristol, and Quakertown require zoning permits or use registrations for home occupations beyond the no-impact threshold; rural townships generally have lighter requirements.
Bucks County has no county-level home occupation permit. Under the Pennsylvania Municipalities Planning Code (Act 247 of 1968, 53 P.S. §§ 10101 et seq.), zoning authority rests entirely with municipalities. PA MPC § 107 (53 P.S. § 10107) defines a 'no-impact home-based business' as a business or commercial activity administered or conducted as an accessory use which is clearly secondary to use as a residential dwelling and which involves no customer, client, or patient traffic, no employees other than family members residing in the dwelling, no display or sale of merchandise on premises, no use of equipment or processes which create noise, vibration, glare, fumes, odors, or electrical/electronic interference detectable to the normal senses outside the dwelling unit, and which generates no solid waste in excess of normal residential use. PA MPC § 603(h) (53 P.S. § 10603(h)) requires every municipal zoning ordinance to permit no-impact home-based businesses by right in residential districts (registration may still be required). Beyond that no-impact baseline, each of the 54 Bucks County municipalities sets its own permit process for traditional home occupations. Doylestown Borough's Zoning Ordinance Chapter 27 (eCode 11768539) treats home occupations as accessory uses with conditions covering employees, signage, and customer traffic; the Borough's Building and Zoning Department issues the zoning permit (215-345-4140). Doylestown Township Code Chapter 175 (eCode 10729898) handles home occupations through its Code and Zoning Department at 425 Wells Road (215-348-9915). Bristol Township and Bristol Borough each issue zoning use permits through their own building/zoning departments. Quakertown Borough's Building and Zoning Department enforces home occupation provisions in the Borough Zoning Ordinance. Permit fees vary widely (typically $25-$100). The Bucks County Planning Commission provides advisory technical assistance to municipalities under the PA MPC but does not issue permits.
No county penalty — none exist. Municipal zoning violations under PA MPC § 617.2 (53 P.S. § 10617.2): up to $500 per day per violation plus court costs and reasonable attorney fees, after notice and a 30-day cure period for first offenses. Operating without a required municipal home occupation permit may also trigger cease-and-desist orders from the township/borough zoning officer.
