Carmel does not levy a city general business license, but other permits can apply: a Sign Permit for any sign, and any state registrations for the underlying business. Any change that adds a storefront character, customer traffic, or off-site impact can convert the use into a regulated commercial use requiring zoning approval. Exceeding one non-family employee, more than two outside delivery trips per day, operating an excluded use (food service, auto repair, kennel, etc.), or generating off-site nuisance violates Section 5.18 and is enforceable under UDO Article 10, including cease-operations orders and fines.
