Unincorporated Galveston County issues no home-occupation permit because counties cannot zone. In Galveston a home based occupation may have no non-resident employees and no on-site customers; a larger 'home based business' allows up to two employees.
A Texas county cannot zone, so there is no county home-occupation permit for unincorporated Galveston County. Inside the City of Galveston, the Land Development Regulations set limited-use standards for a home based occupation: 'Non-resident employees prohibited' and the use 'may not receive customers and clients on-site,' though the Silk Stocking and Lost Bayou neighborhoods are exempt from the customer rule. A separate, larger 'Home Based Business' use permits up to two non-resident employees and limits the business to 50 percent of the home's floor area. League City and Texas City require their own home-occupation approval. Everywhere, a state license (for regulated trades) may still be required.
Cities enforce through code-enforcement notices, permit revocation, and daily fines. The county cannot revoke or cite a home occupation in unincorporated areas.
