Unlike some cities that require a specific home occupation permit, Newport Beach allows home occupations as an accessory use by right in residential zones, provided all conditions of NBMC Title 20 are met. No separate land use permit or planning approval is needed if the business complies with the standard conditions: no outside employees, no signage, no customer traffic, no noise or nuisance, and the business is entirely within the dwelling. However, a City of Newport Beach business license is mandatory for all businesses operating within city limits, including home-based businesses. Business license applications are processed by the Finance Department at (949) 644-3150. Some business types may require additional state or county licenses depending on the profession. If a proposed home business does not meet standard zoning conditions, a conditional use permit or minor use permit may be required through the Community Development Department.
