Sammamish separates land-use approval from business licensing. For land use, a Type 1 home business is permitted outright under SMC 21A.65.050 provided it meets all conditions (resident operator, ≤50% of dwelling, ≤3 nonresident employees, no odors or visible activity, etc.). A Type 2 home business — one with limited odors or some visible/audible activity — must obtain a Conditional Use Permit under SMC 21A.65.050(5); the Director may impose conditions limiting hours of operation, outdoor lighting, number of client trips, odors, and equipment size and type. For business licensing, all entities required to register with Washington State and doing business within Sammamish city limits — including in-home businesses — must hold a City of Sammamish business license. The City participates in a joint licensing program with the Washington Department of Revenue, so the City and State forms are combined into a single application filed through the Washington State Business License Service. On-site client or customer appointments are restricted to between 8 a.m. and 9 p.m. Hazardous materials that threaten neighborhood safety and health may not be created, stored or used on-site.
