Federal Way allows home occupations as accessory uses in residential zones under FWRC Chapter 19.270. A home occupation approval is required and activity must stay clearly secondary to residential use.
Federal Way Revised Code Chapter 19.270 regulates home occupations in residential zones. Operators must obtain approval through the Community Development Department, and the activity must be conducted by residents of the dwelling with limited non-resident employees. Typical conditions include: use confined to the dwelling or approved accessory structure, no more than 25 percent of the gross floor area devoted to the home occupation, no exterior display of products or signs beyond a small nameplate, no outdoor storage visible from public right-of-way, customer traffic limited so as not to exceed residential norms, and off-street parking for any employees. Prohibited uses generally include auto repair, kennels, commercial food service, and activities generating noise, smoke, vibration, or odor detectable beyond the property line. A Washington state business license with a Federal Way endorsement is also required.
Operating a home business without required approval or exceeding conditions can result in code compliance citations, stop-use orders, and revocation of home occupation status. Monetary penalties typically start at 250 dollars per violation.
