Under FWRC Chapter 19.270, a home occupation may not include more than four persons per day coming to the subject property for goods or services. This limit applies across the entire operation regardless of appointment scheduling, tutoring, counseling, sales, or similar visits. Commercial pickups and deliveries are restricted to vehicles with a gross vehicle weight rating below 26,000 pounds, so standard delivery trucks (UPS, FedEx, USPS) are allowed, but larger commercial box trucks and semi-tractors are not. The traffic cap is a primary tool the city uses to prevent home businesses from materially changing neighborhood character or creating parking/traffic burdens. Childcare, tutoring, music lessons, massage therapy, and other in-person services frequently approach or exceed the 4-person cap and may require Process III conditional use review to continue operating, during which the Hearings Examiner considers traffic impacts and imposes operational conditions. State-licensed family childcare homes have separate statutory protections under RCW 35.63.185 that may preempt certain local limits.
