Federal Way regulates home businesses under FWRC Chapter 19.270. A home occupation is permitted by right in any residential zone if all of the following are met: the business is located on the same subject property as the primary residence of the operator; it is carried on by a family member who resides on the property; there is no outside storage, exterior indication, or outside activity; it does not use heavy equipment, power tools, or power sources beyond those common to residential use; no pickups or deliveries are made by commercial vehicles over 26,000 lbs GVWR; no more than four persons per day come to the property for goods or services; and it creates no noise, dust, glare, vibration, odor, smoke, or other adverse impact. Accessory structures used to support the home occupation cannot exceed 1,000 square feet. Home occupations that do not meet all standards can seek approval through Process III conditional use review if the proposal does not harm neighborhood character and does not endanger comfort, health, or safety.
