Section 24-517 of Bellaire's Code of Ordinances governs home occupations in residential zoning districts. Home occupations are a permitted accessory use in the R-1 district and other residential zones, subject to the conditions in Β§24-517. Specific permitted occupations are listed in subsection (d). The occupation must be clearly incidental and secondary to the residential use. Bellaire's comprehensive zoning code (unlike Houston, which has no traditional zoning) gives the city authority to regulate home-based business activity in residential areas. The Development Services Department administers zoning compliance. Home occupations that generate excessive traffic, noise, or external signage visible from the street may violate the conditions. Bellaire's Code Compliance Office monitors for illegal business operations in residential zones.
