Collin County cannot zone unincorporated areas under Texas Local Government Code. Home-based businesses operate freely in unincorporated areas subject only to state licensing (cottage food, contractor, professional licenses), deed restrictions, and HOAs. Cities within the county apply home-occupation zoning restrictions.
Because Texas counties lack zoning authority (LGC 232 allows only subdivision platting and some targeted rules), home businesses in rural Collin County face no use-based county restrictions. Owners must still obtain any required state licenses (cosmetology, HVAC, food handler, etc.). Incorporated cities (Plano, Frisco, McKinney, Allen, Wylie) restrict home occupations via zoning: typically no employees on-site, limited customer visits, no outside storage, and primary use must remain residential.
