California SB 54 (2017), commonly called the California Values Act or TRUST Act, prohibits state and local law-enforcement agencies from using their resources to investigate, detain, or arrest people for immigration enforcement purposes. The Ventura County Sheriff, which contracts with Moorpark for police services, complies with SB 54 statewide. Federal ICE detainers are honored only for individuals convicted of certain serious or violent felonies. Moorpark has not adopted a separate sanctuary-city resolution, but the statewide framework applies to all city operations.
Moorpark residents and workers do not face local enforcement of federal immigration status. Federal immigration authority remains the sole responsibility of ICE, CBP, and USCIS.
