A carport that provides required parking must comply with MMC Chapter 17.32; converting a covered parking space into habitable area generally requires replacement covered parking unless allowed under state ADU law. Building permits are obtained from the Moorpark Community Development Building Division, which also reviews plans for setback, height, and lot-coverage compliance.
Building or maintaining a carport without required permits, with insufficient setbacks, exceeding the 12-foot height for a detached structure in the side or rear yard, or that pushes total lot coverage over the zoning maximum can lead to stop-work orders, code enforcement citations, and required removal or modification. Removing covered parking by enclosing a carport without replacing it where required by Chapter 17.32 may trigger a separate parking violation.
