On-street parking is governed by California Vehicle Code section 22651 (72-hour limit) and Moorpark's Article III (Stopping, Standing and Parking). RV/oversized-vehicle storage on residentially zoned lots is allowed only when the vehicle is on a paved surface in the side yard adjacent to the dwelling or garage and does not extend past the front line of the dwelling or garage; storage means parking without moving for more than 72 hours. Garage conversions to habitable space generally require equivalent covered parking replacement under Chapter 17.32, except where state ADU law applies. Suspected STR activity should be reported to Code Compliance.
Operating, advertising, or booking any rental of fewer than 30 days violates Moorpark's prohibition and can be cited regardless of whether parking is provided. Per the City's enforcement schedule, fines escalate up to $100/day (first violation), $200/day (second within 12 months), and up to $500/day for additional violations. Each day of operation can be treated as a separate offense. Vehicles parked beyond 72 hours on public streets are subject to citation under CVC section 22651.
