Ventura's STR ordinance does not impose a fixed minimum number of off-street parking spaces per bedroom or per occupant. Instead SBMC §6.455.060(F) and §6.455.125(G)(2)–(3) require the operator to disclose, in the nuisance response plan and the lease, how many off-street spaces are available and to warn that on-street parking 'is extremely limited in some areas of the city.' SBMC §6.455.060(F) requires the nuisance response plan to identify 'the number of off-street parking spaces and number of bedrooms available at the short-term vacation rental,' so the city can match the proposed occupancy to onsite parking capacity. §6.455.125(G) then requires the lease and an inside posting to disclose '(2) The number of off-street parking spaces that are provided' and '(3) Notification that on-street parking is extremely limited in some areas of the city.' The chapter does not specify a minimum spaces-per-bedroom ratio — that is left to existing residential zoning. However, §6.455.100(B) lists 'parking' alongside size and interior layout as a basis for approving overnight occupancy above the 2 + 2/bedroom baseline, which means inadequate parking is a ground for denying an upward variance. Underlying base-zone residential parking standards in SBMC Division 13 (Zoning Regulations) — typically 2 covered spaces for a single-family dwelling — remain in force. Coastal Zone properties may face additional Coastal Commission parking conditions on a permit-by-permit basis.
Failing to disclose the off-street parking count and on-street parking warning in the lease is a misdemeanor under SBMC §6.455.150(F) (performance-standard violation). Operating with fewer off-street spaces than the nuisance response plan represents is also grounds for permit modification or revocation under §6.455.160. Guests parking in violation of citywide parking and street-sweeping rules in SBMC Division 10 are independently subject to citation.
