Under paragraph 1, if any person violates a single or combination of permit conditions, chapter sections, or state or federal law two or more times in any 12-month period and the violations relate to the permitted dwelling unit, the city may suspend the permit for up to six months. Under paragraph 2, three or more such violations in the same 12-month window support outright revocation. while it is occupied as a short-term rental, the permit may be suspended for a full year or revoked, no strike count required.

Paragraph 4 allows revocation if someone operates a rental whose permit is already suspended, and paragraph 5 allows revocation for any violation within six months of a suspended permit being reinstated. Paragraph 6 targets tax compliance separately: failing to collect and remit transient occupancy tax two or more times in any 36-month period is revocation grounds. Before any suspension or revocation takes effect, subsection B requires the city to investigate, then issue written notice of intent specifying the factual basis; the owner has 15 calendar days to request a hearing before a city manager's designee, and the decision issues within 30 days of the hearing.

Subsection C gives the owner a right of appeal to the city manager, which must be filed with the city clerk within 15 calendar days of the hearing officer's decision and requires a council-set filing fee; a timely appeal stays the suspension or revocation unless the hearing officer finds public health, safety or welfare is endangered. If no appeal is filed, the suspension or revocation becomes effective when the appeal window expires.
