The Attorney General may investigate complaints, and noncompliant subdivisions may be declared sanctuary jurisdictions, triggering loss of state discretionary funds. The law preempts conflicting local policies and applies uniformly across Arkansas. State agencies may withhold funds until compliance is restored.
