Quiet hours in Springdale, AR β also called the noise ordinance, nighttime noise rules, or residential quiet time β define the hours during which excessive noise is prohibited.
Springdale codifies a property-line decibel scheme in Chapter 42 Article III (Noise) of the Code of Ordinances, adopted by Ord. No. 4496 on April 26, 2011 and amended by Ord. No. 4782 on April 8, 2014. Section 42-54 Table 1 sets 65 dBA in residential zones from 7:00 a.m. to 11:00 p.m. and 60 dBA from 11:00 p.m. to 7:00 a.m., measured at the property line.
Springdale's noise regulation lives in Chapter 42 (Environment), Article III. Section 42-52 broadly prohibits any 'noise disturbance,' defined in Section 42-51 as any unreasonably loud and disturbing sound that is detrimental to health or annoys a reasonable person of normal sensitivities. Section 42-53 requires a Type-2 or better sound level meter using the A-weighted scale per ANSI standards. Section 42-57 lists exceptions: cries for emergency help, emergency response vehicles, Rodeo of the Ozarks events at Parsons Stadium and the Rodeo parade, city-sponsored events at municipal facilities (Shiloh Square lessees do NOT get the exception when using amplifiers), school-sanctioned activities, fire and burglar alarms, religious worship in a permanent P-1 zone structure, and city-authorized fireworks displays. Enforcement is by the Springdale Police Department (non-emergency 479-751-4542). The state backstop is A.C.A. Section 5-71-207 (disorderly conduct - unreasonable noise).
Section 42-56 fixes a tiered fine schedule that runs hotter than most Arkansas cities: $150 to $250 for the first conviction, $500 to $1,000 for the second, and a minimum of $2,000 for a third or subsequent offense. Each day a violation continues can be charged separately. A parallel state-court charge under A.C.A. Section 5-71-207 (disorderly conduct, Class C misdemeanor) carries up to $100 and 30 days.
