Vehicle noise in Springdale is reached by Chapter 42 Section 42-55, which bans (a) operating any sound amplification device from within a vehicle so that the sound is plainly audible at 30 feet or more from the vehicle, and (b) operating a compression-release engine brake (Jake brake) within city limits except in service-brake failure, adverse weather, or other emergency. Springdale's vehicle-noise framework combines a local plainly-audible test with a state-law muffler requirement. This is particularly relevant on the I-49 corridor through Springdale and on US-412 (Sunset Avenue/Wagon Wheel Road) where heavy truck traffic from regional distribution centers is constant. Section 27-37-601 requires every motor vehicle to be equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise; cutouts, bypasses, and similar devices are prohibited. Vehicle safety inspections in Arkansas are not state-mandated, so a muffler citation is the principal enforcement tool. Section 42-56 fines: $150 to $250 first offense; $500 to $1,000 second offense; at least $2,000 third or subsequent offense for both 42-55(a) and 42-55(b) violations. A.C.A.
