East Honolulu residents follow ROH Sec. 42-3.5 food waste recycling and the city's G.R.O.W. curbside program, with home composting allowed for typical Hawaii Kai and Aina Haina yards.
ROH Chapter 42 governs refuse and recyclable materials. Section 42-3.5 establishes food waste recycling requirements, and Ordinance 23-30 (Bill 47) added curbside food-scrap collection to the islandwide recyclable materials program beginning April 1, 2025, under the G.R.O.W. program. Commercial food establishments have mandatory diversion obligations. East Honolulu's larger yards in Kuliouou and Niu Valley are well suited to backyard composting of yard waste and food scraps, which reduces green-bin volume and discourages mongoose and rodent activity when bins are properly sealed. Improper placement or mixing of refuse and recyclables can draw warnings and fines; commercial food-establishment diversion violations carry stricter enforcement.
