Mililani Town residents and food businesses follow ROH Sec. 42-3.5; curbside food scrap collection is phased in under the islandwide G.R.O.W. Program.
Mililani Town's Town Center restaurants, Mililani Shopping Center food court, and supermarket anchors generate commercial food waste regulated under ROH Sec. 42-3.5. Ordinance 23-30 (Bill 47) required curbside food scrap and wasted food collection to join the islandwide recyclable materials program by April 1, 2025 (the G.R.O.W. Program). Commercial food establishments have mandatory diversion obligations. Residential backyard composting is encouraged given Mililani's sizable lots but is not mandated. Refuse setout still must comply with ROH Sec. 42-1.4, which the Mililani Town Association also enforces through its own cart-placement and screening rules to keep neighborhood appearance consistent.
Commercial non-diversion can trigger escalating fines under Chapter 42. Residential setout violations may result in uncollected carts and administrative citations.
