Kaneohe's Windward Mall food court, Kaneohe Bay Shopping Center restaurants, and Safeway grocers generate significant food waste under ROH Sec. 42-3.5. Ordinance 23-30 (Bill 47) required curbside food scrap and wasted food collection to join the islandwide recyclable materials program by April 1, 2025 (the G.R.O.W. Program). Commercial food establishments have mandatory diversion obligations. Residential backyard composting is encouraged in Kaneohe's ample yards and is supported by CTAHR Master Gardener workshops. Refuse placement still must comply with ROH Sec. 42-1.4 setout rules, especially for narrow streets in Ahuimanu and Pikoiloa where carts must not block sidewalks.
Commercial non-diversion can trigger escalating fines under Chapter 42. Residential setout violations may result in uncollected carts and administrative citations.
