Home composting is allowed in Spokane County and is not separately permitted. Compost must be managed so it does not become a nuisance, attract vermin, or create odors. Spokane County Regional Solid Waste also runs regional composting and clean-green programs for yard debris.
Spokane County does not prohibit residential backyard composting of yard and food waste, and no permit is required for a household compost pile or bin. The practical limits are the county nuisance rules: compost that generates strong odors, attracts rodents or pests, or harbors noxious weeds can be pursued as a nuisance. Large-scale or commercial composting is separately regulated by the Spokane Regional Health District and state solid-waste rules (WAC 173-350). The Spokane County Regional Solid Waste System operates 'Clean Green' yard-debris drop-off and regional composting, giving residents an alternative to on-site piles. Keep piles away from property lines and drainage courses.
