Brockton's Revised Ordinances do not set a numeric grass-height limit for occupied residential lots. Maintenance is enforced through Massachusetts State Sanitary Code 105 CMR 410.570 and, for vacant or abandoned properties, Brockton Code Sec. 4-50 (Article IV, Chapter 4), which requires upkeep under all applicable sanitary, building, and fire codes.
Brockton has no ordinance fixing grass at six, eight, or twelve inches. Sec. 4-50 of the Revised Ordinances (Chapter 4, Article IV, Vacant and Abandoned Properties) directs those parcels 'must be maintained in accordance with all applicable sanitary codes, building codes, city ordinances and fire codes' and lets the city correct deficiencies and lien costs. For occupied lots, the controlling standard is 105 CMR 410.570, the Massachusetts State Sanitary Code, requiring owners to keep land clean, safe, and sanitary, free of refuse, pests, injury hazards, standing water, and other health threats. The Brockton Board of Health applies that state rule when neighbors report overgrowth harboring rodents, ticks, or mosquitoes.
