The Code Enforcement Division administers Chapter 9.48 alongside the substandard-buildings rules in KMC 9.44. Public parks, public facility and open-space zones, areas of pristine vegetation, natural habitats for indigenous wildlife, and agriculturally used property are carved out of the weed-hazard definition. Weeds-only cases are given a 20-day compliance deadline before the city escalates to civil or criminal infraction.
Owners get 20 days to cut or irrigate after notice. If the owner does not comply, KMC 9.48 lets the city pursue civil or criminal infractions and recover abatement costs against the property. Agricultural land and natural-habitat areas are exempt.
